The Student Plan
What Exactly Do You Have Before You
What lies before you is not a list of promises drafted for billboards.
This is a summary of a program that took shape over the course of a year—through plenums, consultations, debates, and votes—leading us to an answer to the question that has guided us since the blockades began: what must change so the very things we are fighting against cannot easily happen again?
The answer is not simply changing the people in power.
We need institutions that can function without orders from party headquarters: a judiciary where the law does not depend on who stands before it, public finances subject to citizen oversight, education and healthcare systems the state does not treat as a burden, media outlets that can operate free from political pressure, and local self-government where citizens genuinely participate in the decisions that shape their lives.
We do not promise that a single election cycle can fix everything dismantled over decades, but we have spent a year identifying where to begin.
We are not running in the elections merely to replace one government with another. Rather, we want to change the rules that have allowed any government to wield such immense power over institutions and citizens’ lives.
The core of the program presented to you was not written by the people who would later have to explain the decisions made on your behalf.
Experts and students crafted it jointly, with student plenums deciding its specific points. That is how we made decisions for over a year, and that is how we created the program we are now presenting to you.
Summary
Student Plan
We know the way.
Presented here is a concise program of 11 points, divided into three sections:
The collapse of the canopy exposed the true state of our society and sparked a two-year joint struggle for justice. Now Serbia faces a clear choice: continued decline amid corruption, or a renewed state that serves every citizen, grounded in consistent respect for the Constitution and the law.
We are fighting for a National Assembly that truly reflects the people’s will. We invite you to rally around the eleven steps that form the backbone of our program, organized into three sections for the country’s comprehensive recovery. With decisive action, we will halt the plunder, return stolen goods to the state budget, and invest directly in education and the economy so young people can stay here and build their futures alongside their families.
Serbia or the Mafia
By eradicating corruption and confiscating illegally acquired wealth, we will generate hundreds of millions of euros for new public investments.
- Freeing the Courts and the Prosecutor’s Office From Political Influence by Establishing a Special Prosecutorial Police
Establish a vetted police unit to autonomously investigate corruption and arrest those responsible, free from political obstruction, while insulating judges and prosecutors from political pressure. Also perform a comprehensive audit of the Ministry of Internal Affairs (MUP) to purge officials and officers linked to organized crime, and dismiss all police officers who violated service regulations during crackdowns on protesting students and citizens.
- Law on the Origin and Confiscation of Illegally Acquired Assets and Lustration of Public Officials
Strengthen and expand staffing at the Tax Administration to launch uncompromising audits into the assets of public officials, and return embezzled public funds to the state budget. Then review the conduct of public officials and hold accountable all individuals who abused their positions, engaged in systemic corruption, or violated human rights, the Constitution, and laws—thereby breaking the continuity of the authoritarian and corrupt system.
- Full Transparency in Public Procurement and Audit of State Projects
Open all state contracts and public tenders, strengthen the State Audit Institution (DRI), and audit all non-transparent and overpriced infrastructure projects executed to date. In particular, focus on classified agreements, special decrees (lex specialis), and projects that have missed their completion deadlines, so we know where our money goes and to whom.
- Freeing the Media
Deblock and depoliticize the Regulatory Authority for Electronic Media (REM), which will immediately begin operating in accordance with the law and bring media outlets back within legal boundaries. Also free the public broadcaster (RTS) from political control. Investigate the accountability of journalists and management across all state-owned and private television stations regarding long-standing discrimination and the dissemination of hate speech. Revoke and reallocate national broadcasting licenses, and strengthen the role of the Press Council in overseeing print media’s compliance with the law.
Knowledge Is Power
By applying expertise, depoliticizing institutions, providing free education, halting attacks on state universities and schools, and reforming the education system with respect for professional standards and 21st-century needs, we are placing experts at the center of the state.
- Merit-Based Hiring and Depoliticization of the Public Sector
Abolish political patronage, shift to rigorous public recruitment competitions, and appoint proven experts rather than party loyalists to head public enterprises. In addition, eliminate political appointments for directors and introduce strict financial oversight.
- Innovations in Education and Free Textbooks
Invest in modern educational curricula, critical thinking, and practical skills tailored to the 21st century. To ensure top-quality education is universally accessible, provide free textbooks to all primary and secondary school students, regardless of where they live, and make academic field trips and extracurricular activities financially accessible.
- A Knowledge-Based Economy With Support for Domestic Entrepreneurs and Farmers
Connect universities, research institutes, and professional associations with the business sector. In addition, provide substantial grants and subsidies for startups, innovations, domestic entrepreneurs, and farmers to shift the country away from a cheap-labor model to a modern, high-value economy.
Serbia Grows With Us
Build an economy on a sound foundation, with the balanced, planned development of a competitive market economy based on the interests of Serbia and its citizens rather than private deals between the authorities and their associates. Prioritize knowledge in high-productivity economic sectors where Serbia can compete with European and global economies. Channel funds recovered from structures that acquired them illegally directly into economic development and improved services that ensure a dignified life for Serbia’s citizens. Serbia must not be a source of cheap labor and natural resources for foreign companies to exploit.
- Permanent Employment Contracts After 12 Months
Amend the Labor Law to shorten the maximum allowable duration of fixed-term employment from 24 to 12 months, thereby eliminating the years-long employer leverage over employees and ensuring job security.
- Breaking Up the Import Lobby’s Monopoly and Ensuring Food Security
By maintaining monopoly and exploiting market dominance, the import lobby and special-interest groups unlawfully distort the relationship between retail prices and production costs. As a result, agricultural land and water resources will become protected national assets to guarantee food security for all our families and future generations.
- Affordable Housing for Young Couples and Essential Personnel
Provide affordable rental and lease-to-own housing options, alongside tax incentives for young families and professionals in education and healthcare. This initiative is intended to help citizens secure housing, start families, and remain in the country.
- A Doctor in Every Village
Implement state price controls to drastically lower medication costs and ensure more equitable access to pharmacies and medication in rural and underdeveloped areas. In addition, restore rural clinics and healthcare centers by establishing a national standard for the minimum number of primary care teams per capita and by hiring young doctors and medical technicians to ensure essential healthcare access across every part of Serbia.
We are building an organized, fair, and developed state where knowledge is valued and the law applies equally to everyone.
Justice. Knowledge. Development.
